These diesel locomotives are powered by an ALCo 251R / V16 diesel engine, built at UCM Resita (Romania) under licence from the American Locomotive Company (USA), developing almost 4000 hp.

Some parts of the design (in particular the truss body structure and bogies) are alleged to be derived from the Brush locomotives built for British Rail (BR) as their Class 56, the original batch of which are built by Electroputere Craiova during the same period.

A total of 7x locomotives from this series are delivered by Electroputere Craiova, as follows:
- 1976: 1x unit registered as 71-0001-9;
- 1978: 4x units registered as 71-0004-3, 71-0005-0, 71-0006-8 and 71-0018-3 (unit 71-0017-5 is finally delivered as 70-0017-7);
- 1979: 1x unit registered as 71-0024-1;
- 1980: 1x units registered as 71-0031-6.

28x additional units configured for freight operations are delivered and registered as Class 70.

NB: In 1982, 10x additional units are exported to Greece, for the Hellenic Railways Organisation (OSE), where they are registered as Class A-551.

1995

All units are withdrawn from regular service by the end of 1995.
