The first vehicles of the electric luggage railcars designated as series 4061 were procured by ÖBB in 1956.

A total of 25 units of this series left the workshops of various manufacturers by 1959. Since the luggage compartment was rarely used, they were reclassified in 1976 into the locomotive series 1046. Initially operating in green livery with silver decorative stripes, their area of responsibility was light passenger train service. Notable performances include the operation of the express trains "Venezia" (Vienna-South – Tarvis) and "Mozart" (Vienna-West – Munich). They could also be observed in front of the TEE express train "Blauer Enzian" between Rosenheim and Zell am See and back to Munich.

In the 1970s, the livery changed to blood orange, and some green locomotives received reseda green decorative stripes. Only the 1046 009 received a color scheme according to the so-called "Valousek design," without undergoing a major overhaul with extensive renewal.

Starting in 1987, 13 locomotives underwent a "complete renewal." These machines were subsequently easily distinguishable from the "old construction locomotives" due to the new locomotive body with a double-bent front. While the first three "HG-converted 1046s" still had pantographs, all subsequent ones were equipped with modern single-arm pantographs. Later, the pantographs were also replaced with single-arm pantographs.

In 2003, the regular operation of the series 1046 at ÖBB came to an end.
