In the mid 70's, the Romanian State Railways (CFR) administration were looking for a new type of locomotive to replace the steam locomotives on the Oravita - Anina line (due to very tight curves, other diesel locomotives were not able to run on this section).

The request for a new locomotive type was initially submitted to Electroputere Craiova and, in a second time, to 23 August plant in Bucarest. The latter proposed in 1974 a prototype based on the LDH125 diesel locomotive equipped with an electric transmission instead of the hydraulic transmission.

- wheel diameter: 1 110 mm;
- minimum radius in curve: 120 m (in current line) and 100 m (in parking line);
- Sulzer 6LDSR28B diesel engine;
- power: 920 kW (1250 hp);
- maximum speed: 100 km/h.

The locomotives are first ordered by industrial operators: between 1977 and 1987 a total of 111x units are delivered for the Romanian industry.

The 28x units for the Romanian State Railways (CFR) are delivered between 1979 and 1983. These locomotives are registered as Class 69, numbers 69-0001 - 0028. Locomotives that receive a second compressor will be registered as Class 73.

13x units are exported:
- 3x units are delivered to Poland in 1977;
- 10x units are delivered to the Brazilian company Mendez between 1979 - 1982 for a railway line they were building in Iraq.
