At the beginning of the 1900s, the suburban railways are congested and electrification is considered as a viable solution to increase trains density. Paul von Breitenbach takes office as Minister of Public Works in 1906 and, convinced of the advantages of electrification, informes in 1907 the railway administration in Berlin about the intention to electrify the light, ring and suburban railways. The project is analysed in depth and in 1912 a memorandum concludes that steam operation would be sufficient until 1916 following the increase in passenger numbers at the time, but would no longer be sustainable if the hourly trains were to increase to 30 or even 40 trains per hour and direction. The memorandum also stated that in order to continue with steam operations would require a twelve-axle steam locomotive with eight coupled axles or two six-axle machines with four coupled axles. The Association of North German Locomotive Factories took this statement as an opportunity to produce a test locomotive that was to provide the necessary service.

The Henschel factory is commissioned to build a six-axle steam locomotive for this purpose. The test unit, a three-cylinder steam engine, is delivered in 1913 free of charge.

The unit is classified by the railway administration in Berlin as T 14 and receives registration number 8101.

Despite the fact the locomotive exceeds expectations, a law is voted on May 5th, 1913, for the electrification of the light rail, ring and suburban railways and thus trials are stopped.

1916

After the third cylinder is removed, this unit joins the rest of the T 14 fleet of steam locomotives in 1916 and receives new registration Breslau 8508.
