Alstom and the Romanian Railway Reform Authority (ARF) have entered
into a contract for the provision of 20x Coradia Stream
inter-regional trains, accompanied by 15 years of maintenance
services, with a contract value estimated at €270 million. This
marks the first delivery of passenger trains by Alstom for
operation within Romania. The contract includes an option for an
additional 20x trains*, contingent upon a firm order from the
beneficiary. If the maintenance services for the complete fleet are
extended, the total estimated value of the project could exceed
€750 million.
The Coradia Stream trains will consist of six cars, designed to
accommodate a total of 350 passengers, featuring a 100% low floor
for enhanced accessibility. Each middle car will have two entry
doors on either side, while each end car will have one door on each
side. The trains are equipped with a passenger information system
that includes both a sound system and a dynamic display system, as
well as large luggage racks in each car.
To promote operational efficiency, the Coradia Stream trains will
incorporate a digital passenger counting system utilizing
high-precision sensors. Additionally, there will be four ecological
toilets distributed throughout the train, one of which will be
designed specifically for passengers with reduced mobility.
NB: Alstom and the Romanian Railway Reform Authority (ARF)
signed an addendum to the initial contract in September 2022 for
the delivery of 17x additional Coradia Stream inter-regional
electric trains from the initial option of 20x trains.
Unit 002, the first to be delivered in Romania, departed from the
Alstom factory in Poland on Wednesday,
November 29th, 2023, with its entry in Romania at Curtici scheduled
for December 2nd, and arrival in Bucharest on December 5th.
This unit successfully passed factory testing and final inspection
in Poland, but further testing is required in Romania before the
official handover to the Railway Reform Authority (ARF). Initially,
after static testing, the train is planned to undergo a series of
dynamic tests on the AFER test ring in Faurei and on the public
railway network. Following the completion of these stages and upon
reaching the point where the ARF can assume control of the train,
including ensuring safe operation for passengers, the train will be
put into service by CFR Calatori (this operator is the
winning bidder for the first competitively awarded public service
contract for passenger rail transport).
Unit 002 is used for the first commercial service on the route
Bucuresti Nord - Ploiesti Vest - the resorts on the Prahova Valley
- Brasov that takes place on November 20th, 2024, operated by
CFR Calatori as an Interregio service.
CFR Calatori General Manager, Mr.
Traian Preoteasa, declared: "We signed a contract with ARF -
Autoritatea pentru Reformă Feroviară (Authority for Railway Reform)
in December 2023, which included a delivery schedule. We were
supposed to have 12x trains by February 2024. This contract was
signed by ARF with Alstom. A year has passed. We have not
received these trains. (…) If we had the 12x trains, I do not want
to calculate the maximum load on the Brașov - Bucharest - Constanța
route, where these trains operate; I have made a calculation, and
it results in a shortfall of about 30 million lei. We will file a
complaint in court and sue ARF, and if the Romanian state can
afford to pay these penalties to me and not recover them from those
who created this damage, namely Alstom,
that is not my concern. Meanwhile, also around mid-December, an
addendum was signed between ARF and Alstom,
which completely modified the delivery schedule for the trains. So,
ARF signs an addendum that changes the delivery schedule and I am
told that all the trains will arrive in 2025. Practically, what did
you achieve with this addendum? You canceled all the penalties that
were supposed to be billed in 2023 - 2024. Once the delivery
schedule was modified, these penalties automatically
lapse."
Mr. Preoteasa also states that the new delivery schedule for the
trains is not being respected: "They are already delayed on the
new schedule. One train was supposed to arrive in December 2024. We
are in February. I have seen that it has entered Romania, it is
with them. I believe that the schedule is when it arrives to us,
not when it enters with them. So, one was to arrive in November
2024, let's say it is the one currently running, one in December
2024, that did not happen, one in March 2025, two in April 2025,
four in May 2025, three in June 2025. As of now, we have not
received any trains from Alstom."
Also, it seems the first delivered train that is currently running
between Bucharest and Brasov is facing technical difficulties. As a
reminder, the train was cancelled due to the onboard system issues
the day after the inaugural journey. Despite the fact it started
running again the following day, the situation hasn’t been fully
remedied yet. The EMU currently makes only a single trip a day
instead of two originally scheduled journeys and then heads for the
depot for troubleshooting failures.

Alstom is expected to accelerate the delivery schedule of its
Coradia Stream electric multiple units for Romania to reach a pace
of four trainsets per month, ensuring that all 37 trains are
delivered by May 2026, according to statements made to AGERPRES by
Mihai Barbu, President of the Romanian Railway Reform Authority
(ARF).
"According to our discussions with Alstom, the remaining trains
are to be handed over to the ARF in the near future. The company
plans to intensify the delivery process, targeting a rate of about
four trainsets per month, so that by May next year all 37 units
will have been delivered", Barbu explained.
"Based on my talks with Alstom’s representative for Eastern
Europe, I understand that production in their German plant is now
fully focused on Romania. I’ve been invited to visit the facility
in Germany to see the progress myself, and I intend to go there
soon to verify the situation", he added.

A new unit — RE-IR 101 007 — is getting ready to
arrive in Romania! Following a successful inspection, the
Acceptance Report was recently signed at our Bautzen factory in
Germany by representatives of the Romanian Railway Reform Authority
(ARF).
Meanwhile, in Bucharest, final preparations are underway for the
entry into service of two additional trains in the coming weeks.

The eighth Coradia Stream train - unit RE-IR 101
008 - for the Romanian Railway Reform Authority (ARF) is
about to arrive at the Alstom Grivița depot.
Current status for the other delivered units:

101 005 is returning to service after a short maintenance
check;

101 006 begins its 2,000 km endurance tests today, ahead
of transfer to the operator and entry into service;
