These RIC sleeping coaches were built by Waggonbau Görlitz between 1959 and 1961 for the Soviet Railways (SŽD), for use on international services between the Soviet Union and other European countries. Production was distributed as follows:
- 1959: 60 first-class WLA4ü coaches, registered СВПС 1500 - 1559, with 11 compartments and 22 sleeping berths;
- 1959: 40 second-class WLB4ü coaches, registered СВПС 2500 - 2539, with 11 compartments and 33 sleeping berths;
- 1960-1961: 40 WLAB4ü coaches, registered СВПС 1560 - 1599, with 11 compartments and 33 sleeping berths.

The coaches were built according to RIC requirements for international operation and were intended for services between the Soviet Union and other European countries. They featured a European loading gauge and were designed to operate on both the Soviet 1,520 mm broad-gauge network and the European 1,435 mm standard-gauge network, with bogie exchanges performed at the border.

The 100 coaches delivered in 1959 were equipped with Westinghouse brakes, while the 40 WLAB4ü coaches delivered in 1960-1961 were equipped with KE brakes.

In their original condition, the coaches featured full-length skirts covering the equipment beneath the body and bellows gangway connections. Different bogie designs were used on the 1959 and 1960-1961 production batches.

During their service lives, at least some of the coaches were modified. Later configurations are documented without the original underframe skirts and with rubber gangway connections and modified bogies.
