Modernisation considerations for the Romanian rail stock led to 2x brand new Class 628.4 / 928.4 railcars being delivered to Romanian State Railways (CFR) in early 1995.

As these units are initially intended for Deutsche Bahn (DB), they are delivered carrying the German railways logo and registration numbers 628 679-3 + 928 679-0 and 628 680-1 + 928 680-8.

With the help of German locomotive drivers and DUEWAG technicians, these vehicles are test driven on Romanian railways in the following months and are even used for intercity services.

These units never return to Germany as tests are successful and the 2x railcars are finally bought by the Romanian State Railways (CFR) in late summer 1995. They are registered as Class 92, receiving local numbers 92-0101-3 + 92-0501-4 and 92-0102-1 + 92-0502-2.

However, the initially planned licence production for additional units doesn't take place and instead the Romanian State Railways (CFR) decide to buy 120x Desiro type railcars that will be registered as Class 96.
