The so-called "diving goggles" or "spectacles" locomotive was developed and built by CKD in Prague. The T 478.4, a further development of the T 478.3, was fitted with a more powerful engine and an electric train-heating system. In 1988, the 86 locomotives were assigned the new series designation 754.
