With the increasing shortage of coal, the Swiss Federal Railways - SBB CFF FFS decide to acquire electric locomotives for shunting purposes in order to replace the steam locomotives.

The new shunting locomotive had to provide at least the performance of an E 3/3 steam locomotive. Because the axle load was not allowed to exceed 15 tons, the first designs had four driven axles. As these locomotives were going to run constantly on tight curves and turnouts, the fourth driven axle was replaced by a side-shifting running axle.

The first 2x prototypes are ordered in 1922.

June

The 2x units from this series (registration Ee 3/4 16301 & 16302) start operations in June 1923, unit Ee 3/4 16301 in Bellinzona and unit Ee 3/4 16302 in Bern.

Both units came out of the factory reddish brown, turned green in the thirties and from 1953 brick red (these units never got the fire-red paint scheme).
